I have the honour to forward copy
of an application for an increase of salary by Mr. G.
Willoughby, Master of the Steam-tender "Stanley* together
with minutes by the Harbour Master and Acting Harbour Master
endorsing the same, and have to request your approval to the
grant to this Officer of his second increment as from 1st.
January, 1912.

To avoid further reference I should
be glad if you would also sanction at my discretion accelera-
-tion of the final increment provided that Mr. Willoughby's
work continues to be as highly satisfactory as it has been
and is at present.
